What does the homogeneity of the population have to do with the effectiveness of the social programs that we want to adopt here? You seem to be making a racial argument without outright saying it.

We run a deficit and borrow, just like we have since the 1830's, except for that brief period of 1998-2001 when Clinton's tax increases produced surpluses and an economic boom.

Guno, you are leaving out the BIGGIES! The BIGGEST! The PLANET is and was VASTLY more 'dark' from the get-go. We were ALL DARK from the get go. So WHITES were always outnumbered. We had a group of white white people settle here among DARK PEOPLES, we 'CAGED THEM' away from us white folks (but not before we screwed them, literally). WE BOUGHT and BROUGHT African people to do our dirty work and made more of them by RAPING their women. Then more dark skinned people came when we 'annexed' the whole SW part of the country (and screwed them). We even went to war on different continents (and screwed). Then we invented airplanes and issued 'papers' around the planet and brought more as needed them. (And we screwed).
It wasn't an end to white purity, there was never white purity! It's bullshit. The tipping point HERE to a white minority was always inevitable. The date was the only unknown.
