I sent my students to the testing center for (online) exams but that is discouraged because if it is a distance learning course the exams should be online (especially for students who live too far). I found students would study for the exam and then take the exam for a friend. It took a lot of work and was hard to prove. Others just got in groups and collaborated on the answers. I used a test bank that randomly chose the questions.

Many instructors used the test bank that accompanies the text but those are not well done and students can usually eliminate the wrong answers.

Because of the problem with online testing giving exams is often discouraged and instead given written essays which is even worse.

Cheating is a quality control problem, not a learning problem.

All such government tests are multiple-choice, four choices of which two are usually easily eliminated. That's SOP.

If there's a better way, then that's a good place for the Feds to get involved.
