They weren't discounting black voters, but it was really about the growth of Hispanic and Asian immigrants. And if these new Hispanic and Asian voters voted Democratic anywhere near the same level as black voters, then the Democrats were going to be extremely hard to beat.
What we've seen though is while Hispanic and Asian voters do lean Democratic, they are far from monolithic thus why we hear less of that demographics = destiny phrase from the Dem consultants.

That is the number one thing the Supreme Court has been working to ensure does not lead to the US becoming a Minority Majority run country and they are willing to sacrifice the US Constitution and the country, if need be, to try and stop it.
Citizens United (endless corporate money in elections), plus all this radical gerrymandering is #1 reason for the US decent into a divided country tipping back towards civil war but what the Republican old guard recognized was that the best path forward for a new age of Republican rule, was to widen the tent, bring in black voters (mostly religious) and Latino's (also religious but also immigration concerns) and then start pushing some of them to leadership, drawing across Independent and Moderate/Right Dems who would shift.
For the hard core racist right that 'compromise' (supporting Tim Scott as POTUS, etc) is intolerable. Allowing the GOP to become a party ruled by PoC would be something they would never really escape due to demographic shift.
So instead they took what they knew and described as the nuclear option, known as the Southern Strategy. A strategy considered by prior GOP but considered too dangerous in the belief if they failed they would leave the country torn apart. But the SC has been paving that road and re-writing law and the Constitution to support it.
It is not hyperbole to say simply ruling that 'one man, one vote' would mean Politicians cannot pick their voters and thus non partisan voting commissions were Constitutional and needed would see the vast majority of todays polarization go away because for 9(% of the politicians to win primaries they would have to appeal the centrist voters and not the extreme. They would have use 'compromise and unite' language and not 'separate and fight'.
It is my view, this SC will go down in history as the biggest agent who tried to destroy the Constitutional order of the US in an attempt to keep America from being a majority, minority ruled country.
