Discrimination is like in the ME when the Ottoman Empire had religious bigotry codified into law. For 600 years straight, with no break. Non-muslims couldn't testify in court against muslims, they couldn't ride horses or camels, they weren't allowed to wear certain colours, their boys could be seized from the home and force-converted to islam to serve in the army, muslims were allowed to marry any woman they wanted, but non-muslims couldn't marry muslim women. Temple Mount was built 1600 years before islam, and was one of the Jews holiest sites, but muslims allege that Mohammed made some kind of spiritual "night journey" there, so Jews were banned from there for about 300 years. That's real bigotry. It's the exact bigotry that made it so important for Jews to have their own homeland. That's why you can't acknowledge it.

The loans, as stated in the narrative, were handed out on ability to repay and the worth of assets against which the loan was taken. That's common sense. Giving a loan to someone with no equity, no likelihood of equity growth, and little means to pay the loan back is taking serious risk of default.

Why the fuck do think there are payday and car title loan places today? They don't get people who have means and equity as customers. They get the dregs. They charge 30% + on those loans because they know there's a very high default rate. They are in business to make a profit not do social welfare work.
