But that's irrelevant to what we're discussing here. Trump also asserted that the idea of Russian interference itself was a hoax. He was wrong.

He was POTUS in 2017, so it wasn't "leaking." It was pretty stupid, of course.
He "revealed highly classified information." To me it's a distinction without a difference.
This is the kind of stuff we laugh about at work....the word smithing over bureaucratic and highly legalistic words.
Which, at the end of the day and in the grand scheme of things is, as you say, without much distinction.
Pretty sure the POTUS has authority to reveal classified information when it serves the strategic interests of the United States, or some higher goal. Undoubtedly, that is the intent of allowing the POUTS that privilege.
