Yes...is there something about "ANY" you don't understand? That's a pretty significant qualification but think about it. Why shouldn't all people in our nation, regardless of their legal status, have the right to due process and equal protection before the law? It would be uncivilized not too.
If we remove that protection of the 14th amendment you could commit and number of transgression or crimes against those persons and they would have no protections or right to due process? That's just stupid. That's like saying it would be ok to murder or rape an illegal alien and they would have no recourse under the law? It would also make doing business within the US for non citizens extremely risky. Who in their right mind would come to the US to make a business investment if they have no rights to dues process and equal protection under that law. That would be just crazy.
So the qualification in the 14th ammendment doesn't not extend all US Citizens rights to anyone....just the right to due process and equal protection under that law. Which is how a civilized society should behave. Some rights are universal human rights.
The second amendment applies to all arms. They didn't have any other intent. I am not advocating machine guns. As we saw in the 30's; that's a bad idea. But the founders did not place any limitations on the 2nd.
