It's not a matter of winning. It's a matter of finding a solution to avoid things where people that don't have coverage costs those of us that do more because they get for nothing what we have to pay for.
If someone is a smoker, while they may be able to lessen the smell, they can't totally get rid of it.

If someone is a smoker, there is no need for such test. The smell test is good enough.
In my State, there is an ID card for buying tobacco. It's called a driver's license that shows you're 18.
Same here with alcohol.
Just put on the ID card if the owner of it is a medicaid recipient or not. Any ID without an indication one way or another disqualifies the person from buying tobacco.
Anyways, all a pipe dream to expect gubmint to hold recipients of its handouts to be responsible.
The government has no intention to hold them responsible. Those the government forces to fund those things do.
