Exactly right. European birthrates dictate that in order to maintain the necessary taxes to fund the bureaucracy, other tax payers must be imported. I suspect this will happen to all welfare states.

I don't think that. I think such an approach will fail miserably. They should trim the bureaucracy long before they should replace the population.
